Agne Vaitekenaite is a Senior Partnership Officer at ERTICO - ITS EUROPE, where she is facilitating public-private partnerships across the EMEA region. ERTICO is a multi-sectorial, public-private partnership striving for the development and deployment of ITS to achieve sustainable mobility and smarter, safer, and more efficient transport systems.
Agne is responsible for facilitating collaboration among more than 120 members. She works closely with the ERTICO partners to identify opportunities for cooperation, develop joint projects, and promote the uptake of ITS solutions that address common transport challenges.
Prior to joining ERTICO, Agne worked in the team of the First-Vice President of the European Parliament, where she was involved in projects and partnerships related to the implementation of the EU Green Deal. She also has work experience in public relations, public affairs and communications, in Lithuania and the United Kingdom.
Her passion for global affairs is also reflected in her academic achievements. Agne holds a Master's degree in International Journalism from the University of Leeds, where her Master's dissertation was recognised as the best dissertation in the School of Media and Communications in 2018.
Born in Vilnius, Lithuania, Agne has a diverse background and has also previously lived in the USA and UK. Currently based in Brussels, she is dedicated to promoting sustainable mobility and leveraging public-private partnerships to drive positive change in the transport sector.

Andy is responsible for Urban Traffic Control (UTC) systems in Yunex Traffic and has been working on the next generation of adaptive control systems for the past number of years. He is passionate about taking this industry forward, helping to provide Local Authorities with modern, intuitive and performant systems so that they can deliver their Transport Policy.
He firmly believes that Intelligent Transport Systems will play a significant role in achieving our environmental commitments and goals to promote Active Travel and encourage modal shift within the transport industry. The tools are ready, but can Local Authorities and Strategic Partners work together to make the best use of existing assets and purposefully invest in the next generation technologies?
Andy is a Chartered Engineer with IET and has achieved an Engineering Doctorate at the University of Southampton in Improvement Traffic Movements in an Urban Environment.

He is an experienced consultant with a research background and a history of working in connected and autonomous vehicle trials and evaluation, traffic management and modelling, and pedestrian safety. In his day job he is focused on leading projects and teams in the CAV space and beyond. Chris led the HelmUK HGV platooning trials, a large scale £9m on-road evaluation of new technology for DfT and National Highways which completed in 2022 and was technical lead for the recent Digital Local Roads project.

Darren Capes FIET FIHE is Intelligent Transport Systems Policy Lead at the Department for Transport and focuses on the adoption of emerging vehicle, infrastructure and data technologies by the UK’s highway authorities. Darren has over 30 years’ experience working in Local and Central Government. A qualified civil engineer, his current role involves leading ITS policy at the Department for Transport and focusses on supporting local authorities in engaging with the Future of Transport agenda and ensuring the UK’s road authorities are prepared for the challenges to come.
Darren has a particular interest in emerging transport technologies and the readiness of local highway authorities. He is a Fellow of both the IHE and IET, manages the UK’s Transport Technology Forum on behalf of the DfT and is a member of the ITS World Congress Programme Committee. As well as sitting on the Board of LCRIG, Darren is chair the IET’s National Transport Policy Panel, is a board member of ITS(UK) and Junior Vice President of the IHE.

David has over 30 years’ experience working in the transport industry, specialising in Lighting and Intelligent Transport Systems. David has worked for various local authorities, consultants and lighting contractors and now leads the technology team at Welsh Government transport. David is passionate on ensuring good lighting for all road users by having the right light, in the right place on for the right time.
David also promotes high quality technology solutions that can be used to keep everyone safe. David has been active within a number of professional institutions and has presented on a number of related topics and is keen to ensure both the lighting and highway sectors understand each other’s issues. David is Chairman of the UK STREETWISE ITS group which has the aim of coordinating the collective requirements of the UK national road operators. David is also Chairman of the UK Lighting & Technology Board providing all governments across the UK with comment, guidance, and advice on strategic policy and management of transport electrical assets.

Annette has 25 years' experience in the transport sector. After gaining her PhD in Inorganic Chemistry from the University of Leeds, she joined the Highways Agency, now National Highways, where she held a variety of roles predominantly focused on leading and managing research programmes, together with communications and business improvement.
She spent five years as Head of Innovation where she created National Highways' Innovation & Research Strategy and guidance for managing pilots and trials on the road network. Annette now joins the Department for Transport as Deputy Chief Scientific Adviser, promoting science and innovation across the Department and the transport sector.

Freyja Lockwood is the Digital Transformation lead at the West of England Combined Authority and is currently facilitating the creation of a new place-based digital strategy and digital team to coordinate both activity and investment across the region. Her remit is to improve broadband connectivity, tackle digital exclusion, and ensure that digital transformation plays a positive role in addressing challenges across the region. Being a strategic leader and change agent, Freyja has extensive experience working at the intersection between people, technology and place in both the public and private sectors. West England Combined Authority: Digital Exclusion and ethics when designing transport in a region

Graham Seaton is a Principal Research Advisor and Chartered Engineer in National Highways Research Group. He joined the then Highways Agency in 2006 after working in local government for 23 years in highways engineering following his graduation from Bradford University in 1983 with a degree in Civil and Structural Engineering.
During his 17 Years at the Highways Agency and later Highways England and National Highways he has had a varied career including project managing road schemes in Major Projects, undertaking Intelligent Transport Systems (ITS) research and development activities in the ITS Research Group and Administering highway maintenance contracts and leading a collaborative community of suppliers in SW Operations.
In his present role, Graham’s priorities include providing strategic direction to research, undertaking international research collaborations and managing a research portfolio including sponsoring of individual projects.

Joseph completed his MEng Chemical Engineering degree at Imperial College London in June 2021, with research areas including carbon capture, water purification, and RNA vaccine production. He joined Innovate UK in September 2021 as part of the Graduate Programme, initially working for six months in Operations helping to deliver internal process improvements and then in the Global Team to work on collaboration with Innovate UK’s partners in Europe and Asia. He joined the Land and Maritime Transport Team in September 2022, focusing on impact and evaluation, active travel and zero emission vehicles.

Mark Cartwright began his professional career as an academic mathematician, but for 30+ years has worked as a consultant, advising clients on the practical impact of communications and information systems on business process, and in particular on policies, strategies, architectures and practicality of. His client list includes UK Government Departments, European institutions, non-Departmental Agencies, standards bodies, local authorities, system suppliers, emergency services, energy utilities, telecommunications operators, retailers, and financial services companies.
The majority of Mark’s work, though, has been in the transport technology sector. Since 1995 he has been involved in the management of UTMC, from its origins as a research programme through to its current reboot. He is almost as well-known in the public transport community: he was Managing Director of RTIG for some fifteen years. More recently, he has also gained considerable experience in guiding the progress of CAV projects.

Paul Hutton is one of the world’s leading journalists specialising in transport technology. A trained broadcast journalist who worked as a presenter, newsreader and sports reporter on local and national radio and TV, Paul has been in the ITS sector for nearly 25 years having run the operations of two radio traffic news companies.
Paul worked on the Travel Information Highway and delivered the Traffic Radio service for government as well as providing traffic reports for the vast majority of BBC and commercial radio stations across the UK and also working in Canada, Australia and the US. During that time he introduced technology solutions such as the use of Floating Vehicle Data and app-based services.
He co-owns the website Highways-News.com, provides PR and communications support for the Transport Technology Forum and a number of SMEs and regularly hosts webinars and moderates panel debates at events.

Paula is LCRIG’s Director, Government and Strategy and formerly Executive Board Director at Gaist, the multi-award-winning international highways and mobile mapping company working with the Government, local authorities, private sector, and international organisations.
Paula has worked in local government leading frontline services, a national public sector improvement agency tasked with performance improvement, KPMG Government Advisory, international consulting assignments, political lobbying sector, and independent national government advisory roles. Paula has also worked in executive leadership roles in the charitable sector including a major stem cell cancer charity leading their operations department and a strategic policy and lobbying role in a leading environmental charity focused on behaviour change to improve local environmental quality. Latterly she has been involved with PIARC, World Roads Association technical committee on accessibility and mobility in rural areas.
Paula’s passion for technology, data, and public services means that she has spoken on more than one occasion on BBC Radio4’s programme “In Business” about technology and Infrastructure. Paula has authored articles about infrastructure, data, and its social impact for the Institute of Highway Engineers. In 2019, Paula gave evidence directly to the Transport Select Committee on Local Roads Funding and Governance. Paula is also a member of the Royal Meteorology Society, with a strong personal interest in extreme weather, climate change, and other weather phenomena.

He combines this broad sector experience with a technical background from his early days as an engineer to provide expert solution design insights. Covering all sectors of the UK highway network, Pete works with clients and colleagues to design and implement solutions designed to improve safety and reduce congestion, as well as working across the country and internationally promoting Clearview products, solutions and services.
